The scroll constitutes the instrument of authority of the University. The International Islamic University Malaysia hence obtained its legal status when the Establishment Order was conferred. The conferment of the Order was made possible only after the signing of the Treaty of Sponsorship, initially between the Government of Malaysia and the Government of the Republic of Maldives, followed by the Organization of the Islamic Conference and later, the People’s Republic of Bangladesh and a few other Muslim Governments. Since the Establishment Order was presented in the form of a scroll, the University does not need to create any other symbol of authority. The scroll shall precede all University ceremonies for the conferment of degrees. Watikah Kuasa Penubuhan telah dianugerahkan kepada Universiti oleh Kebawah Duli Yang Maha Mulia Seri Paduka Baginda Yang Dipertuan Agong di dalam bentuk skrol yang diperkenankan oleh Baginda pada 20 Mei 1983. Universiti Islam Antarabangsa Malaysia telah mendapat pengiktirafan dengan penganugerahan perintah penubuhan tersebut. Penganugerahan kuasa dibuat hanya setelah perjanjian tajaan ditandatangani di antara Kerajaan Malaysia dengan Republik Maldives, diikuti dengan Pertubuhan Persidangan Islam dan kemudiannya Republik Rakyat Bangladesh dan beberapa negara Islam lain. Oleh sebab perintah penubuhan itu adalah dalam bentuk skrol, tidaklah perlu lagi bagi Universiti ini mewujudkan sebarang simbol kuasa kerana skrol ini mendahului perarakan dalam upacara-upacara Universiti untuk penganugerahan ijazah-ijazah. Al-Qur’an diperlihatkan di setiap konvokesyen Universiti Islam Antarabangsa Malaysia (UIAM). Ini untuk memberi ingatan kepada semua bahawa Al-Qur’an merupakan sumber tertinggi bagi falsafah pendidikan UIAM dan segala pengajaran dari Al-Qur’an akan mencorak segala perkembangan IIUM di masa hadapan. Salinan Al-Qur’an yang dipamerkan ditulis tangan oleh Tuan Haji Bachok Haji Sayuti, seorang Guru Al-Qur’an di UIAM. Beliau mula menulis naskhah ini pada bulan April 1987 dan selesai pada bulan September tahun yang sama. Naskhah tersebut telah mendapat pengiktirafan rasmi oleh Akademi Penyelidikan Islam, Universiti Al-Azhar. The Qur’an is respectfully displayed in every convocation of the International Islamic University Malaysia (IIUM). It is to serve as a constant reminder to everyone that the Qur’an is the highest source of the IIUM’s philosophy of education and that its teachings shall forever direct the future development of the University. The copy of the Qur’an displayed in handwritten. It is the work of a well known local calligrapher, Tuan Haji Bachok Haji Sayuti, a Quranic teacher at IIUM. He began the work in April 1987 and completed it in September of the same year. This copy has been officially approved by the Islamic Research Academy of Al-Azhar University.
